State level Oleomargarine Tax stamps
Oleomargarine
The original Oleomargarine Act of 1886 permitted the addition of color to oleomargarine, but resticted its sale by a 2¢ per pound tax whether it was colored or uncolored.
Laws passed in some butter-producing states (Vermont in 1884; New Hampshire and South Dakota in 1891) required oleomargarine to be colored pink to discourage its sale outright, but these state laws were declared unconstitutional. Nevertheless, some states still prohibited margarine from being colored yellow to look like butter. The fact that the tax was the same on uncolored and colored margarine required additional time for inspection, which was an expense of the individual states.
In the Act of 1902, different tax rates were instituted for uncolored and colored margarine. The tax on uncolored margarine was reduced from 2¢ per pound to 1/4¢ per pound. The tax on artifically colored margarine (in practice, virtually always yellow), was increased to 10¢ per pound, 40 times higher than uncolored margarine.
Some manufacturers responded by including a "color berry," a small capsule of yellow food die, with the can or package of uncolored margarine. This allowed for the lower tax on producers, but let the customer mix their own yellow margarine. Butter producers protested but there was nothing in the act preventing it.
During the 1930's Depression and World War II, butter shortages made margarine essential. The 1886 Oleomargarine Act was repealed in 1950. States started repealing laws prohibiting margarine from being colored yellow around 1955. Wisconsin was the last state to repeal its no-yellow law in 1967.

Oleomargarine and Colored Oleomargarine Tax stamps
Series of 1886 / Act of August 2, 1886
Series 1886 plates were engraved or re-engraved in three places to support several types of date usages. The issue date and "affixed and cancelled" date appear on the stamp. The issue date also appears on the stub.
-- Type I: Engraved 188_ for intended use from 1886 to 1889
-- Type II: Engraved (or re-engraved) 18__ for intended use from 1890 to 1899. All known proofs are dated between 1890 and 1898.
-- Type III: Engraved (or re-engraved) 190_ for intended use from 1900 to 1909. In practice, usage after 1902 was unnecessary when the Series of 1902 values were issued.
-- Plates with 19__ to support dates beyond 1909 were not needed. The Series of 1886 / Act of August 2, 1886 stamps were superseded by the Series of 1902 / Act of May 9, 1902 issues.
The stamps were issued in black with an orange value in pounds printed from separate plates. Proofs are known in black, for the black portion only.

Adulterated Butter Tax stamps
There are reports that 40,000 adulterated butter stamps were printed in 1902, in denominations of 10, 20, 30, 40, 50, 60, 70, 80, 90 and 100 pounds. These were distributed to district collectors. However, no copies have been found. Springer prefix FA has been reserved for assignment of catalog numbers to adulterated butter tax stamps.
Process Butter Tax stamps
According to the Springer Catalog, renovated butter referred to rancid butter that was reprocessed for human consumption. Another source describes process butter as an inferior grade of butter "which has been renovated by the addition of milk, cream or salt. Process butter was a staple in the diets of low-income families, particularly European immigrants."
Acting on lobbying from the dairy industry, on May 9, 1902 Congress passed a 1/4¢ per pound tax on uncolored process butter, after bitter debate. States were also free to introduce state process butter taxes, but it is not known if this occurred or if state revenue stamps were issued. The federal process butter tax was eliminated after World War II.
