Scott 1508 was the last 8¢ commemorative issued before the rate hike to 10¢.  However, 8¢ stamps continued to be used during the 10¢ rate period, as this met the postal card rate.  These only new stamp issued to meet the new rate was 8¢ Sybil Ludington stamp from the Bicentennial - Contributors to the Cause set, Scott 1459.
